SAN ANGELO TX - The City of San Angelo held their monthly council meeting on September 17th at the McNease Convention Center. The items on the agenda were some proclamations and the display of concern during the public comment by citizens regarding the partial closure of E. Avenue D.
Mayor Gunter issued a proclamation declaring September 15 through October 15 as National Hispanic Heritage Month. In this proclamation, the city recognized the important presence of Hispanic Americans and their contributions made to the United States and San Angelo, TX. It also encourages the citizens to learn and celebrate the generation of Hispanic Americans who have positively influenced our community and nation.
Jon James, Director of Planning & Development Services presented a plan for closing approximately 105,000 square feet of the E. Ave. D a public right of way; generally located between S. Oakes St. and Rust St. in the Fort Concho Addition. COSA states there would not be any serious effects on the traffic or interconnectivity.
During public comment, Daniel Cardenas stepped forward to offer his insight on the closure. Cardenas lives in single-member district 3. He provided some photos reflecting congestion on Washington St. that extends to Highland St. “I go there to drop off my granddaughter in the morning the traffic is terrible,” commented Cardenas. He has previously had meetings with the school district in which he discussed with them the possibility of SAISD buying some land on Highland St to maybe help eliminate this traffic. From a safety viewpoint, Cardenas stated “The only straight shot for an emergency vehicle into the neighborhood is E. Ave D.” The request for closing E. Ave D had been through city council 3 times and was denied.
The City Council voted 5 – 2 in favor of closing E. Ave D.

SAN ANGELO TX - El 17 de Septiembre la ciudad de San Angelo celebró su reunión mensual de consejo en el centro de convenciones McNease. Los puntos en la agenda fueron algunas proclamas y la muestra de preocupación durante el comentario público de los ciudadanos sobre el cierre parcial al E. Ave. D.
La alcaldesa Gunter emitió una proclamación declarando del 15 de Septiembre al 15 de Octubre como el Mes Nacional de la Herencia Hispana. En esta proclamación, la ciudad reconoció la importante presencia de hispanoamericanos y sus contribuciones a los Estados Unidos y San Angelo, TX. También alienta a los ciudadanos a aprender y celebrar la generación de hispanoamericanos que han influido positivamente en nuestra comunidad y nación.

Ave. D un derecho de paso público; generalmente ubicado al S. calle Oakes y calle Rust adición del Fort Concho. COSA afirma que no habría efectos graves en el tráfico o la interconectividad.
Daniel Cárdenas durante el comentario público, dio un paso adelante para ofrecer su visión sobre el cierre. Cárdenas vive en el distrito 3, él proporcionó algunas fotos que reflejan la congestión en la calle Washington que se extiende hasta la calle Highland. "Voy allí a dejar a mi nieta por la mañana, el tráfico es terrible", comentó Cárdenas. Anteriormente tuvo reuniones con el distrito escolar en las que discutió con ellos la posibilidad de que SAISD compre un terreno en la calle Highland para ayudar a eliminar este tráfico. Desde el punto de vista de la seguridad, Cárdenas declaró: "La única entrada directa para un vehículo de emergencia en el vecindario es por el E. Ave D". La solicitud para cerrar el E. Ave D había pasado por el consejo de la ciudad 3 veces y fue denegada.
El Ayuntamiento votó 5-2 a favor de cerrar E. Ave D.
