El Gobernador Abbott Anuncia la Agenda de la Sesión Especial

El Gobernador Greg Abbott emitió hoy una proclamación que identifica 18 puntos de la agenda para la próxima Sesión Especial, que comienza a las 12:00 p. m. del lunes 21 de julio.

"En la 89.ª Sesión Legislativa Regular, aprobamos una legislación histórica que beneficiará a los tejanos durante generaciones", declaró el Gobernador Abbott. "Hay mucho trabajo por hacer, especialmente tras las devastadoras inundaciones en la región colinas de Texas. Debemos asegurar una mejor preparación para eventos como este en el futuro".

Los puntos de la agenda de la Sesión Especial incluyen:

SISTEMAS DE ALERTA DE INUNDACIONES: Legislación para mejorar los sistemas de alerta temprana y otras infraestructuras de preparación en zonas propensas a inundaciones en todo Texas.

COMUNICACIONES DE EMERGENCIA POR INUNDACIONES: Legislación para fortalecer las comunicaciones de emergencia y otras infraestructuras de respuesta en zonas propensas a inundaciones en todo Texas.

FONDOS DE AYUDA PARA LAS INUNDACIONES EN LA REGIÓN COLINAS: Legislación para proporcionar fondos de ayuda para la respuesta y recuperación tras las tormentas que comenzaron a principios de julio de 2025, incluyendo fondos locales de contrapartida para las jurisdicciones elegibles para la asistencia pública de FEMA.

PREPARATIVOS Y RECUPERACIÓN ANTE DESASTRES NATURALES: Legislación para evaluar y agilizar las normas y regulaciones con el fin de acelerar la preparación y recuperación ante desastres naturales.

ELIMINACIÓN DEL EXAMEN STAAR: Legislación para eliminar el examen STAAR y reemplazarlo con herramientas eficaces para evaluar el progreso estudiantil y garantizar la rendición de cuentas de los distritos escolares.

RECORTE DE IMPUESTOS SOBRE LA PROPIEDAD: Legislación que reduce la carga fiscal sobre la propiedad de los tejanos e impone límites de gasto a las entidades autorizadas a imponer impuestos sobre la propiedad.

PROTEGER A LOS NIÑOS DEL THC: Legislación que convirtiendo como delito proporcionar productos derivados del cáñamo a menores de 21 años.

REGULAR LOS PRODUCTOS DERIVADOS DEL CÁÑAMO: Legislación para regular integralmente los productos derivados del cáñamo, incluyendo la limitación de la potencia, la restricción de compuestos modificados sintéticamente y el establecimiento de mecanismos de cumplimiento, todo ello sin prohibir un producto agrícola legal.

PROTEGER A LOS NACIDOS: Legislación que protege aún más a los no nacidos y a sus madres de los daños del aborto.

PROHIBIR EL CABILDEO FINANCIADO POR LOS CONTRIBUYENTES: Legislación que prohíbe el cabildeo financiado por los contribuyentes, incluyendo el uso de fondos públicos para contratar cabilderos y el pago de fondos públicos a asociaciones que presionan a la Legislatura.

PROTEGER A LAS VÍCTIMAS DE LA TRATA DE PERSONAS: Legislación, similar al Proyecto de Ley del Senado N.° 1278 de la 89.ª Legislatura, Sesión Regular, que protege a las víctimas de la trata de personas de la responsabilidad penal por actos no violentos estrechamente vinculados a su propia victimización.

REGISTROS POLICIALES: Legislación que protege a los agentes del orden público de la divulgación pública de denuncias infundadas en los expedientes personales.

PROTECCIÓN DE LOS ESPACIOS DE LAS MUJERES: Legislación que protege la privacidad de las mujeres en espacios segregados por sexo.

FACULTADES ELECTORALES DEL FISCAL GENERAL: Legislación que propone una enmienda constitucional que permite al Fiscal General procesar delitos electorales estatales.

REDISTRIBUCIÓN DE DISTRITOS: Legislación que proporciona un plan revisado de redistribución de distritos del Congreso a la luz de las preocupaciones constitucionales planteadas por el Departamento de Justicia de los Estados Unidos.

ROBO DE TÍTULOS Y FRAUDE DE ESCRITURAS: Legislación, similar al Proyecto de Ley del Senado N.° 648 de la 89.ª Legislatura, Sesión Ordinaria, que ofrece mayor protección contra el robo de títulos y el fraude de escrituras.

INCENTIVOS PARA PROYECTOS HÍDRICOS: Legislación similar al Proyecto de Ley del Senado n.° 1253 de la 89.ª Legislatura, Sesión Ordinaria, que autoriza a las subdivisiones políticas a reducir las tarifas de impacto para los constructores que incluyan medidas de conservación y eficiencia hídrica.

DEPARTAMENTO JUDICIAL ESTATAL: Legislación similar al Proyecto de Ley del Senado n.° 2878 de la 89.ª Legislatura, Sesión Ordinaria, relativa al funcionamiento y la administración del Departamento Judicial del gobierno estatal.

Governor Abbott Announces Special Session Agenda

Governor Greg Abbott today issued a proclamation identifying 18 agenda items for the upcoming Special Session that begins at 12:00 PM on Monday, July 21.

"We delivered on historic legislation in the 89th Regular Legislative Session that will benefit Texans for generations to come," said Governor Abbott. "There is more work to be done, particularly in the aftermath of the devastating floods in the Texas Hill Country. We must ensure better preparation for such events in the future." 

The Special Session agenda items include: 

FLOOD WARNING SYSTEMS: Legislation to improve early warning systems and other preparedness infrastructure in flood-prone areas throughout Texas.

FLOOD EMERGENCY COMMUNICATIONS: Legislation to strengthen emergency communications and other response infrastructure in flood-prone areas throughout Texas.

RELIEF FUNDING FOR HILL COUNTRY FLOODS: Legislation to provide relief funding for response to and recovery from the storms which began in early July 2025, including local match funding for jurisdictions eligible for FEMA public assistance.

NATURAL DISASTER PREPARATION & RECOVERY: Legislation to evaluate and streamline rules and regulations to speed preparedness for and recovery from natural disasters.

ELIMINATE STAAR TEST: Legislation to eliminate the STAAR test and replace it with effective tools to assess student progress and ensure school district accountability.

CUT PROPERTY TAXES: Legislation reducing the property tax burden on Texans and legislation imposing spending limits on entities authorized to impose property taxes.

PROTECT CHILDREN FROM THC: Legislation making it a crime to provide hemp-derived products to children under 21 years of age.

REGULATE HEMP-DERIVED PRODUCTS : Legislation to comprehensively regulate hemp-derived products, including limiting potency, restricting synthetically modified compounds, and establishing enforcement mechanisms, all without banning a lawful agricultural commodity.

PROTECT UNBORN CHILDREN: Legislation further protecting unborn children and their mothers from the harm of abortion.

BAN TAXPAYER-FUNDED LOBBYING: Legislation prohibiting taxpayer-funded lobbying, including the use of tax dollars to hire lobbyists and payment of tax dollars to associations that lobby the Legislature.

PROTECT HUMAN TRAFFICKING VICTIMS: Legislation, similar to Senate Bill No. 1278 from the 89th Legislature, Regular Session, that protects victims of human trafficking from criminal liability for non-violent acts closely tied to their own victimization.

POLICE PERSONNEL RECORDS: Legislation that protects law enforcement officers from public disclosure of unsubstantiated complaints in personnel files.

PROTECT WOMEN’S SPACES: Legislation protecting women’s privacy in sex-segregated spaces.

ATTORNEY GENERAL ELECTION POWERS: Legislation proposing a constitutional amendment allowing the Attorney General to prosecute state election crimes.

REDISTRICTING: Legislation that provides a revised congressional redistricting plan in light of constitutional concerns raised by the U.S. Department of Justice.

TITLE THEFT & DEED FRAUD: Legislation, similar to Senate Bill No. 648 from the 89th Legislature, Regular Session, that provides strengthened protections against title theft and deed fraud.

WATER PROJECT INCENTIVES: Legislation, similar to Senate Bill No. 1253 from the 89th Legislature, Regular Session, that authorizes political subdivisions to reduce impact fees for builders who include water conservation and efficiency measures.

STATE JUDICIAL DEPARTMENT: Legislation, similar to Senate Bill No. 2878 from the 89th Legislature, Regular Session, relating to the operation and administration of the Judicial Department of state government.
