SAN ÁNGELO – Los votantes de Texas tendrán la oportunidad de aprobar o rechazar 14 enmiendas propuestas a la Constitución de Texas el día de las elecciones especiales, el martes 7 de noviembre de 2023.
Una enmienda importante, la Proposición 4, llamó mucho la atención. Es el recorte de impuestos a la propiedad más grande en la historia de Texas, aumentando los límites de tasación, la compresión y las exenciones de viviendas, además de agregar puestos electos a las Juntas de Tasación.
El representante estatal Drew Darby fue invitado a una reunión pública para discutir y responder las preguntas de los asistentes. El Sr. Joseph Vargas, quien describió los pros y los contras de la Proposición 4, también actuó como moderador.
VENTAJAS: La Proposición 4 brindará una importante reducción del impuesto a la propiedad a todos los residentes de HD72 sin afectar el financiamiento del distrito escolar.
CONTRAS: Tanto la compresión como las exenciones de vivienda son específicas y pueden ser temporales. La legislatura debería crear un plan fiscal a más largo plazo.
“En cuanto al número 4, la desgravación del impuesto a la propiedad es muy necesaria, ¡principalmente porque los valores de tasación están fuera de control! El sistema utilizado por Texas es problemático. Me gustaría ver todo el sistema revisado... de hecho eliminado, tal vez reemplazado con algún tipo de impuesto al consumo. En cualquier caso, mi opinión sobre esta propuesta actualmente es que, si bien no es perfecta, cualquier reducción del impuesto a la propiedad es bienvenida, por lo que planeo votar a favor. El TPP dice que "es de corta duración y será devorado por la inflación, los aumentos de las tasaciones y la renuencia de los gobiernos a controlar el gasto y reducir las tasas impositivas", afirmó una ciudadana informada, Lyleann McClellan-Thee.

SAN ANGELO – Texas voters will get a chance to give a thumbs up or thumbs down on 14 proposed amendments to the Texas Constitution on Special Election Day, Tuesday, November 7, 2023.
One significant amendment, Proposition 4 got a lot of attention. It is the single largest property tax cut in Texas history, increasing appraisal caps, compression, and homestead exemptions, as well as adding elected positions to Appraisal Boards.
State Representative Drew Darby was invited to a town hall meeting to discuss and respond to questions from attendees. Mr. Joseph Vargas who outlined the Pros and Cons for Prop 4 also served as the moderator.
PROS: Prop. 4 will deliver significant Property Tax relief to all residents of HD72 without hurting school district financing.
CONS: Both compression and homestead exemptions are targeted and can be temporary. The legislature should create a more long-term tax plan.
“Concerning #4, Property tax relief is much needed, mainly because appraisal values are so out of control! The system used by Texas is problematic. I'd like to see the whole system overhauled... actually done away with, perhaps replaced with some sort of consumption tax. At any rate, my thought on this proposition currently is that while it's not perfect, any property tax relief is welcome, so I plan to vote for it. TPP says its "short-lived, and will be eaten up by inflation, appraisal increases and governments' reluctance to control spending and lower tax rates” stated one informed citizen, Lyleann McClellan-Thee.
