A local news entrepreneur, one whose business model has been setting the standard in the online news in San Angelo, has decided to take a different role in the community, and is now running for the position of Tom Green County Judge.
Joe Hyde, an Air Force veteran and the founder of San Angelo Live! sat down for an interview with Conexión San Ángelo and spoke about his motivation to run for office.
“The biggest issue is, we have to understand that San Angelo, Tom Green County, it is not 1995 anymore, things have changed, we have threats on the horizon that are coming at us, primarily from Washington D.C. with overreach mandates and things like that,” he said.
Hyde said that his view of county government consists of the last line of defense against all these things coming at the county.
“The issues that are facing us are primarily focusing on how do you balance the tax rate, what revenue you need and being able to take care of the county employees, because county employees are public servants, you don’t want to lose them, you want to keep them because most of them or all of them, as far as I know, do a good job, but at the same time the taxpayer feels overburdened, too much ‘dinero’ too much money,” he said.
Hyde said the county judge has to play that balance, has to take the heat from the taxpayer in order to protect the institution and people who work for the county, and at the same time he has to take the heat from the people who work for the county to the taxpayer.
“I think the taxpayers need a little bit of a break, and the way I propose doing that is looking at the way we are taxing people,” he said.
“I propose that we go back and say ‘alright we are bringing in $60 million in 2022 at 50 (cents), so at 47 we are bringing the same amount of money in 2023, that is my revenue neutral tax rate,” he said.
“Then I go to the taxpayers and I say ‘I can give you a 3-cent tax decrease but I also need to give cost of living increases to the county employees, so how about this, you give me a penny-and-a-half and I’ll take the other penny-and-a-half when I give a raise to the county employees or I pay for this project or whatever we need to do… so I am still giving you a tax reduction although is not a tax reduction because our values keep going up” he said.
Hyde also said that, if elected, he will be focusing on working with the criminal justice system.
“Right now we have criminal justice issues. I think that there needs to be, particularly in the minority communities, we need to have more avenues for people to avoid getting the stamp ‘I am a crook, I am a criminal,’” he said.
Hyde recalled he had an employee who ran a car through a gas station while being drunk.
“It would have been easy to throw her in jail and make her a criminal, mark her for DWI and all those things, but what I did was I hired an attorney and we worked with the criminal justice system here and we got her into drug court, and what drug court did is that if she went through a year of this very tough program, AA meetings and random drug tests… and if she got trough the program they would drop the charges and it wouldn’t go on her record,” he said.
Hyde said that working with the criminal justice system ended up changing the life of this individual.
“If we let her go the way the criminal justice system wanted to go, throw her in jail, throw away the key, today she would have no kids and those kids would be CPS (Child Protective Services). So I think I'd like to expand those kinds of opportunities for people who deserve them, now some people don't deserve them.”
Hyde said his general judicial philosophy would be to open up opportunities to rehabilitate as opposed to incarcerate, “and that also helps the taxpayer because if our jail is full … it costs us money.”
He said that in order to achieve all these goals he would have to work with the commissioners court and local judges and prosecutors.
Hyde finally said that a few years ago he would have never though of running for county judge, but recent changes in the country made him change his mind.
“Having served in the military for so long I kind of have already invested myself into this country … I have the experience the heart and the nerve to lead this county for everyone.”

Un empresario de noticias local, cuyo modelo de negocios ha establecido los estándares de noticias en línea en San Ángelo, decidió asumir un papel diferente en la comunidad y ahora se postula para el puesto de juez del Condado Tom Green.
Joe Hyde, un veterano de la Fuerza Aérea y fundador de San Angelo Live! concedió una entrevista a Conexión San Ángelo, en la que habló sobre su motivación para postularse para el cargo.
“El mayor problema es que tenemos que entender que San Ángelo, el Condado Tom Green, ya no es 1995, las cosas han cambiado, tenemos amenazas en el horizonte que nos llegan, principalmente de Washington D.C. con mandatos de extralimitación y cosas como eso”, dijo.
Hyde dijo que su visión del gobierno del condado consiste en la última línea de defensa contra todas estas amenazas que vienen al condado.
“Los problemas que enfrentamos se centran principalmente en cómo equilibrar la tasa de impuestos, qué ingresos se necesitan y poder cuidar a los empleados del condado, porque los empleados son servidores públicos, no queremos perderlos, uno quiere mantenerlos porque la mayoría o todos, que yo sepa, hacen un buen trabajo, pero al mismo tiempo el contribuyente se siente sobrecargado, demasiado dinero”, dijo.
Hyde dijo que el juez del condado tiene que jugar ese equilibrio, tiene que soportar la presión del contribuyente para proteger a la institución y a las personas que trabajan para el condado, y al mismo tiempo tiene que soportar la presión de las personas que trabajan para el condado al contribuyente.
“Creo que los contribuyentes necesitan un pequeño descanso, y la forma en que propongo hacerlo es observando la forma en que estamos gravando a las personas”, dijo.
“Propongo que volvamos atrás y digamos ‘está bien, vamos a generar $60 millones en 2022 a 50 (centavos), así que a 47 estamos generando la misma cantidad de dinero en 2023, esa es mi tasa impositiva neutral para los ingresos”, dijo.
“Luego me dirijo a los contribuyentes y les digo: ‘Puedo darles una reducción de impuestos de 3 centavos, pero también necesito aumentar el costo de vida de los empleados del condado, entonces, ¿qué les parece esto? un centavo y medio y tomaré el otro centavo y medio cuando dé un aumento a los empleados del condado o pague por este proyecto o lo que sea que tengamos que hacer... así que todavía les estoy dando una reducción de impuestos aunque no es una reducción de impuestos porque nuestros valores siguen subiendo”, dijo.
Hyde también dijo que, si es elegido, se concentrará en trabajar con el sistema de justicia penal.
“En este momento tenemos problemas de justicia penal. Creo que debe haber, particularmente en las comunidades minoritarias, debemos tener más vías para que las personas eviten ser marcadas como ‘Soy un ladrón, soy un criminal’”, dijo.
Hyde recordó que tenía una empleada que condujo un auto a través de una estación de servicio mientras estaba intoxicada.
“Hubiera sido fácil meterla en la cárcel y convertirla en una criminal, marcarla por DWI y todas esas cosas, pero lo que hice fue contratar a un abogado y trabajamos con el sistema de justicia penal y llevamos su caso a la corte de drogas, y lo que hizo la corte de drogas es que la condicionaron a un año de este programa muy duro, con reuniones de AA y pruebas de drogas al azar ... y si pasaba el programa retirarían los cargos y no quedaría en su registro,” dijo.
Hyde dijo que trabajar con el sistema de justicia penal terminó cambiando la vida de esta persona.
“Si hubiéramos dejado el caso como el sistema de justicia penal lo quería, la metemos en la cárcel, tiramos la llave, hoy no tendría hijos y esos niños estarían con CPS (Servicios de Protección Infantil). Así que creo que me gustaría expandir ese tipo de programas para las personas que las merecen, ahora algunas personas no las merecen”.
Hyde dijo que su filosofía judicial general sería abrir oportunidades para rehabilitar en lugar de encarcelar, “y eso también ayuda al contribuyente porque si nuestra cárcel está llena… nos cuesta dinero”.
Dijo que para lograr todos estos objetivos tendría que trabajar con la corte de comisionados y los jueces y fiscales locales.
Hyde finalmente dijo que hace unos años nunca hubiera pensado en postularse para juez del condado, pero los cambios recientes en el país lo hicieron cambiar de opinión.
“Después de haber servido en las fuerzas armadas durante tanto tiempo, ya me he comprometido en este país… Tengo la experiencia, el corazón y el valor para liderar este condado para todos”.
