Sexual misconduct between two Runnels County Jailers and two female inmates.

 

CIRCUMSTANCES OF OFFENSE: In May 2020, the Runnels County Sheriff’s Department contacted the Texas Rangers regarding an investigation into alleged sexual misconduct between two Runnels County Jailers and two female inmates. After a thorough investigation by the Texas Rangers, Runnels County Jailer Alexander Harrison and Cary Hubbard were arrested and charged with the State Jail Felony Offense of Improper Sexual Activity with a Person in Custody. On April 22, 2022, Harrison pled guilty to two felony charges in front of 119th District Judge Ben Woodward, with no agreement from the State regarding punishment. Harrison was found guilty, and received a sentence of 730 days confinement in State Jail which was probated for three (3) years. On May 27, 2025, Cary Hubbard plead guilty to two similar felony charges in front of recently-elected 119th District Judge Gonzalo Rios, with no agreement from the State regarding punishment. Hubbard was found guilty, and received a sentence of 365 days confinement in State Jail. Evidence at the hearing revealed that Hubbard was the direct supervisor over Jailer Harrison, and that Hubbard had engaged in sexual contact with a female inmate on more than one occasion. Evidence also revealed that Hubbard had put money in the inmates phone and commissary accounts.


COMMENT FROM THE DISTRICT ATTORNEY’S OFFICE: Hubbard was a Sargent at the Runnels County Jail, and was trusted with the supervision of other jailers, as well as the inmates, at the Runnels County Jail. Hubbard’s conduct was inexcusable and gave rise to serious issues regarding the safety and security of inmates, jail staff, and officers tasked with the job of managing the Runnels County Jail. Both Alexander and Hubbard are now convicted felons and Hubbard will be required to spend a year in State Jail. We hope these sentences will send a strong message to those serving in positions of public trust that they will be held to a high standard when it comes to misconduct relating to their employment. Our office remains committed to the safety of our community and seeking justice to protect the citizens of Runnels County.

VEREDICTO Y CASTIGO: 365 días de reclusión en la Cárcel Estatal. CIRCUNSTANCIAS DEL DELITO: En mayo de 2020, el Departamento del Sheriff del Condado de Runnels contactó a los Rangers de Texas con respecto a una investigación sobre presunta conducta sexual inapropiada entre dos carceleros del Condado de Runnels y dos reclusas.
